No. "Maui Kart" is a separate business that rents street-legal Polaris Slingshots. You drive those on the public highway (like the Road to Hana), not on a race track.
It is located off the Mokulele Highway (Hwy 311), between Kahului and Kihei. Turn into the Maui Raceway Park entrance (look for drag strip signs) and follow the access road to the back.
No. There are no concessions on-site unless it's a major event day with a food truck. Bring your own water and shade.
